• Directs the Director of the Examiner of Drivers to develop an electronic credential system and adopt rules governing system design, fees, validity periods, and authentication procedures.

• Allows the Examiner of Drivers to issue electronic credentials to individuals eligible for physical credentials, with data elements matching the individual's official record.

• Requires relying parties to authenticate electronic credentials, request only necessary data elements, obtain explicit consent before retaining any credential data, and inform credential holders of data use and retention periods.

• Protects credential holder privacy by prohibiting tracking or compilation of credential use information without consent; requires electronic credential system to not require holders to surrender their mobile device to verify credentials; and protects mobile devices from law enforcement seizure demands that would apply to physical credentials.
