Eliminates the labor dispute disqualification provision that previously prohibited striking workers from receiving unemployment benefits under Hawaii law.

Renumbers existing disqualification provisions in section 383-30 to remove the former paragraph (4) regarding labor disputes, making the fraud/false statement provision the new paragraph (4).

Updates cross-references in section 383-44 and section 383-141 to reflect the renumbering of disqualification provisions.

Applies retroactively with a savings clause ensuring the Act does not affect rights, duties, penalties, or proceedings that began before its effective date.
