Designates unauthorized shoreline structures (seawalls, revetments, sandbags, geotextile fabrics, and sand burritos) as a nuisance per se under Hawaii's coastal zone management program.

Prohibits private property owners from creating or maintaining public nuisances by placing, directing, or failing to remove unauthorized armoring or hardening structures in the shoreline.

Authorizes the State and counties to immediately remove unauthorized shoreline structures and recover reasonable costs and fees from responsible private landowners through administrative or judicial procedures.

Amends section 607-25 of Hawaii Revised Statutes to include failure to remove solid waste or materials after expiration of governmental permits in the definition of "development."

Takes effect upon approval.
