Department of Transportation shall identify roadways other than Makakilo Drive that may serve as emergency egress routes in Makakilo.

If no alternative emergency egress routes can be identified, the Department of Transportation shall plan for, design, and construct an emergency egress route in Makakilo.

Department of Transportation shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2025 regular session convenes.

Appropriates funds from general revenues for fiscal year 2024-2025 for planning, design, and construction of an emergency egress route in Makakilo.

Declaration that this appropriation exceeds the state general fund expenditure ceiling for 2024-2025, citing necessity to serve the public interest and meet the needs provided by this Act.
