H.B. 1814 Summary

• Requires the Legislative Reference Bureau to conduct a study on how six specified states (California, Delaware, Florida, Massachusetts, Nevada, and other relevant jurisdictions) approach seven condominium-related subjects including ombudsman positions, manager licensing, dispute resolution, governmental regulation, owner education, document access, and legal fee limitations.

• Study report must be submitted to the legislature and the Condominium Property Regime Task Force no later than twenty days prior to the convening of the regular session of 2026.

• Appropriates funds from general revenues for fiscal year 2024-2025 to the Legislative Reference Bureau to conduct the condominium study; allows the bureau to contract consultant services without regard to procurement chapter 103D.

• Extends the Condominium Property Regime Task Force final report deadline from 2025 to June 30, 2026, and extends the task force dissolution date to June 30, 2026.

• Declares that the appropriation will exceed the state general fund expenditure ceiling for fiscal year 2024-2025 as necessary to serve public interest.
