Extends Hawaii's energy-efficiency portfolio standards deadline from 2030 to 2045, with a target of 6,000 gigawatt hours of cumulative persisting electricity savings statewide.

Requires the Public Utilities Commission to establish interim goals for electricity use reduction by 2030, 2035, and 2040, in addition to existing 2015, 2020, and 2025 targets.

Defines "cumulative persisting electricity savings" as total electric energy savings from measures installed on or after January 1, 2009 that remain operational and have not reached the end of their useful lives.

Authorizes the Public Utilities Commission to adjust the 2045 and interim standards by rule or order to maximize cost-effective energy-efficiency programs and requires interim goals to show clear progress toward the 2045 target.

Requires the Public Utilities Commission to evaluate energy-efficiency portfolio standards every five years and report findings and any revisions to the legislature; takes effect January 1, 2060.
