H.B. 1829 Summary

• Requires all new state building construction with parking to design at least 25% of parking stalls as electric vehicle charger-ready beginning July 1, 2024, where feasible and cost-effective.

• Defines "electric vehicle charger-ready" as having sufficient wiring, conduits, raceways, and electrical panel capacity to support Level 2 charging stations with minimum 40-ampere, 208 or 240-volt branch circuits.

• Directs the Hawaii State Energy Office to survey existing state facilities with parking and identify 4 to 10 high-priority facilities for electric vehicle charging infrastructure retrofits, with a report due to the legislature no later than 20 days before the 2025 regular session.

• Establishes a state goal to retrofit all state facilities to be electric vehicle charger-ready.

• Appropriates unspecified general revenue funds to the Department of Accounting and General Services for fiscal year 2024-2025 to conduct cost assessments and install retrofits and electric vehicle charging systems at identified high-priority facilities.
