• Establishes provisional or associate-level licensure for marriage and family therapists, mental health counselors, and psychologists to address mental health professional shortages in Hawaii.

• Authorizes insurance reimbursement for services provided by supervised associate-level practitioners, including associate marriage and family therapists, associate mental health counselors, and associate psychologists.

• Allows psychologist applicants with provisional licenses to take the licensing examination before completing all required post-doctoral supervised experience.

• Authorizes insurance reimbursement for services provided by supervised social work interns obtaining clinical experience toward licensure as licensed clinical social workers.

• Appropriates funds to establish a new office assistant position and update licensing division databases to process new license types; effective July 1, 2026 (except technical provisions effective July 1, 3000).
