Authorizes state departments, divisions, and agencies to conduct minimum qualification reviews of job applicants for vacant positions, rather than requiring the Department of Human Resources Development (DHRD) to perform this function.

Requires DHRD to provide applications to requesting departments either by the recruitment closing date or on a rolling basis for continuous recruitment positions, with immediate submission upon request.

Allows departments to consider alternative qualifications and substitutions during the minimum qualification review, with justification required to be sent to DHRD.

Permits departments to immediately begin interviewing applicants who meet minimum qualifications while DHRD completes remaining hiring tasks and audits the qualification review within five working days.

Addresses Hawaii's 23% state job vacancy rate by reducing the three to six-month application review timeline and allowing qualified applicants to progress faster through the hiring process.
