Establishes the distribution management advisory board within Hawaii's emergency management agency to develop and advise on the statewide distribution management plan.

Board shall consist of nine members including the administrator (chairperson), director of health, one governor appointee, one nonprofit representative, one business representative, and administrators from each county emergency management agency.

Advisory board responsibilities include developing and proposing amendments to the statewide distribution management plan, advising on resource allocation, and submitting findings and recommendations to the legislature at least 20 days before the 2025 regular session and every four years thereafter.

Nongovernmental members shall serve four-year terms without compensation but may be reimbursed for expenses including travel.

Board cannot adopt decisions that would jeopardize receipt of federal funding or assistance.
