Appropriates funds to the Department of Health for long-term air quality monitoring in communities impacted by the August 2023 Maui wildfire, particularly Olowalu and Lahaina.

Allocates funding to establish permanent environmental health specialist IV positions to support monitoring and research efforts.

Provides support for research to better understand environmental concerns linked to urban fires, which contain more toxic chemicals than wildfires consuming only natural materials.

Declares that the appropriation exceeds the state general fund expenditure ceiling for fiscal year 2024-2025 in accordance with Hawaii State Constitution article VII and Hawaii Revised Statutes sections 37-91 and 37-93.

Takes effect July 1, 3000 (note: effective date contains apparent clerical error).
