Appropriates general fund revenues to the Department of Land and Natural Resources for fiscal year 2024-2025 to support long-term water quality monitoring and pollution source detection following urban wildfires.

Funds allocated for regular coastal water quality testing and storm sampling, characterization of organic compounds (PCBs, PAHs, PFAS, etc.), fish and invertebrate contaminants, and instrumentation for continuous measurement of water parameters.

Provides funding for two full-time equivalent positions: one Aquatic Biologist III and one Aquatic Biologist IV to support long-term water quality monitoring and pollution source detection.

Legislature determined that this appropriation will exceed the state general fund expenditure ceiling for fiscal year 2024-2025 due to the public interest in addressing environmental contamination from wildfires.
