Amends Section 342D-13 of the Hawaii Revised Statutes to prohibit the Director of Health from assessing fees for issuance of permits to county governments

Maintains the director's authority to establish reasonable fees for permit issuance, variances, implementation, and enforcement (excluding court costs and formal enforcement action costs)

Fees collected continue to be deposited to the credit of the general fund

Takes effect upon approval

Does not affect rights, duties, penalties, or proceedings that occurred before the effective date
