Amends Hawaii Revised Statutes § 46-16 to authorize counties to regulate or restrict access to streets, highways, thoroughfares, or roads that are hazardous or may negatively impact sensitive areas (critical habitats, cultural sites, archaeological resources).

Allows counties to impose restrictions on manner of use including requirements for four-wheel drive vehicles, covered transportation, or mandatory safety video viewing for non-standard design roads.

Requires counties to conduct public hearings and consult with the Department of Transportation and Department of Land and Natural Resources before adopting access restriction ordinances.

Ensures properties exclusively accessible via regulated roads remain accessible without undue impediment, and excludes private roads used primarily for agricultural and ranching purposes.

Takes effect July 1, 3000.
