Prohibits mining, extraction, and removal of minerals from the seabed in all state marine waters, including polymetallic nodules and cobalt-rich ferromanganese crusts.

Prohibits issuance of any permit for facilities or infrastructure associated with seabed mining development or operation within state marine waters.

Exempts beach replenishment sand collection from the prohibition, provided prior approval from the board is obtained.

Exempts scientific research and collections conducted by or on behalf of educational, scientific, research institutions, or governmental agencies.

Effective July 1, 3000; preserves existing native Hawaiian rights and privileges related to marine waters.
