Requires number plates issued on or after January 1, 2025 to bear the word "Hawai'i" (with okina diacritical mark) instead of "Hawaii" along the upper portion of the plate.

Authorizes "Hawai'i" and "Aloha State" text on number plates to use all uppercase letters, all lowercase letters, or initial capital letters for each word.

Limits special number plates for environmental conservation to electric vehicles only, with the same benefits and restrictions as other electric vehicle special number plates.

Makes the words "Aloha State" optional (not required) on special environmental conservation number plates, allowing for alternative designs that highlight Hawaii's environment and native species.

Defines "electric vehicle" in the statute to mean vehicles meeting the definition in section 196-2 that produce zero emissions.
