Authorizes any county to initiate a land use boundary amendment for urban, rural, agricultural, or conservation land to implement the county's general plan, provided amendments conform to the adopted general plan.

Allows counties to submit boundary amendment applications through the county planning director without requiring technical studies if the request conforms to the county's general plan.

Adds a new subsection (b) to Hawaii Revised Statutes Section 205-4 establishing the county's authority to initiate boundary amendments while maintaining existing procedures for petitions and hearings.

Maintains all existing procedural requirements including 60-180 day hearing timelines, notice provisions, intervention rights, and the requirement for six affirmative votes to approve boundary amendments.

Takes effect on July 1, 2024.
