Establishes labor standards requirements for large-scale renewable energy projects with capacity rating of 10 megawatts or greater in Hawaii.

Requires project constructors to file signed attestation or declaration with Department of Labor and Industrial Relations within 30 days of construction start, certifying contractors and subcontractors will use apprentices from approved programs, maintain licenses, comply with wage and hour laws, pay prevailing wages per chapter 104, and provide health care and retirement benefits.

Requires attestation to include project specifications (megawatt capacity, acreage, location), workforce requirements, good faith effort documentation, and workplace diversity and safety policies designed to limit harassment and discrimination.

Exempts projects from attestation requirements if a project labor agreement is provided to the Department of Labor and Industrial Relations instead.

Designates filed attestations and project labor agreements as public records subject to disclosure under chapter 92F, but specifies the Department shall not use them for investigation, regulation, or enforcement purposes.
