Amends Hawaii Revised Statutes Chapter 200 to add a new section authorizing the Department of Land and Natural Resources to deny commercial use permit renewals if renewal would cause nearshore water overcrowding or environmental harm.

Prohibits permit renewal if the department finds that overcrowding at or near the permitted activity's location has caused harm or poses a threat to the environment, or if the permitted activity has harassed wildlife, disrupted natural ecology, or caused environmental harm.

Amends the state boating law policy declaration in Section 200-21 to add protection of "every person's right to a clean and healthful environment" as an official policy objective.

Authorizes the board to adopt rules under Chapter 91 necessary to implement the new commercial use permit denial provisions.

Takes effect upon approval.
