Respond to corruption and ethical violations in county government by strengthening transparency and public scrutiny of sole source procurement decisions.

Maintain existing requirements that the purchasing agency head make a written determination of sole source status, the chief procurement officer approve it, and the determination be publicly posted.

Take effect upon approval, with no retroactive application to rights, duties, penalties, or proceedings that existed before the Act's effective date.
