Amends the definition of "thrill craft" in Hawaii's state boating law to include surfboards using motorized hydrofoil technology (e-foils) as a category of regulated thrill craft.

Expands the thrill craft definition to encompass any motorized vessel designed for the operator to sit, stand, kneel, or lie upon during regular operation, rather than limiting it to personal watercraft.

Increases the length threshold for thrill craft from less than 13 feet to less than 16 feet as manufactured.

Reduces the speed threshold for thrill craft from exceeding 20 miles per hour to exceeding 15 miles per hour.

Clarifies that non-motorized hydrofoils are not considered thrill craft, while explicitly including motorized hydrofoil surfboards in the thrill craft definition due to their comparable speed capabilities to traditional vessel types.
