Amends Hawaii Revised Statutes Section 11-122 to establish requirements for a digital voter information guide prepared and posted by the office of elections in screen reader-accessible format.

Requires the office of elections to provide a translation of the digital voter information guide in ʻŌlelo Hawaiʻi on its website and distribute printed copies to all public libraries.

Mandates the digital voter information guide include candidate photographs and statements (under 150 words), state constitutional amendment explanations, county charter amendment and referendum explanations, and voting deadline and location information.

Requires the office of elections to send electronic notice of the digital voter information guide's availability to voters registered to receive alternate format ballots with each primary election ballot.

Prohibits release of any contents of the digital voter information guide to requestors in whole or in part before the public release of the entire guide, notwithstanding public records law.
