Amends Hawaii Revised Statutes Section 14-26 to change the assembly date for presidential electors from the first Monday after the second Wednesday in December to the first Tuesday after the second Wednesday in December.

Requires state presidential electors to meet at the state capital at 2:00 p.m. on the newly designated date following their election.

Takes effect upon approval with no retroactive application to rights, duties, or proceedings that occurred before the effective date.
