Authorizes the state fire council to use moneys from the reduced ignition propensity cigarette program special fund to defray costs of statewide fire prevention, education, life safety, and preparedness programs, particularly those serving youth, seniors, and persons with disabilities.

Allows the state fire council to hire administrative personnel using the special fund moneys, exempt from state civil service requirements (chapters 76-89).

Expands the state fire council's duties to include implementing statewide fire prevention, education, life safety, and preparedness programs as part of its advisory and assistance functions.

Updates references to the number of cigarette brands in the reduced ignition propensity cigarette program from approximately 600 to 800 different brands and styles.

Takes effect upon approval.
