Prohibits retailers from selling or offering for sale new combustion engine-powered mopeds beginning January 1, 2030.

Allows individuals and retailers to continue reselling, renting, or offering for resale or rent combustion engine-powered mopeds that were originally purchased before January 1, 2030.

Establishes a civil penalty of up to $1,000 per violation for retailers who sell new combustion engine-powered mopeds after the effective date, with each sale constituting a separate offense.

Defines "retailer" as a person or entity engaged in the practice of selling mopeds to consumers.
