H.B. 1891 Summary

• Requires the Hawai'i Climate Change Mitigation and Adaptation Commission to develop strategies for reducing vehicle miles traveled in the state.

• Commission must recommend a statewide vehicle miles traveled reduction target and benchmarks to measure progress toward that goal.

• Commission must identify state and county agencies to collaborate on implementing vehicle miles traveled reduction policies, strategies, and programs.

• Commission shall submit a report with findings, recommendations, and any proposed legislation to the legislature no later than 40 days before the 2025 regular session convenes.

• Act takes effect upon approval.
