Establishes mandatory deadlines for upgrading, converting, or connecting priority level 1 cesspools (13,821 in state) and priority level 2 cesspools (12,367 in state) to director-approved wastewater systems or sewerage systems, with specific dates to be filled in the bill.

Allows property owners to request exemptions from cesspool upgrade requirements if they can demonstrate legitimate reasons such as small lot size, steep topography, poor soils, accessibility issues, or planned sewerage developments in their area.

Authorizes the Department of Health to grant extensions of up to five years based on demonstrated financial inability to pay for cesspool upgrades and prohibits penalties or liens on real property for violations of these requirements.

Appropriates funds to the Department of Health to retain consultants for developing public outreach education resources, a comprehensive statewide outreach strategy, and a website serving as a clearinghouse for cesspool upgrade information for homeowners and industry professionals.

Appropriates general revenue funds and establishes positions (1 Engineer V, 1 Engineer IV, 1 Accountant IV) to implement the cesspool compliance pilot grant project, with bill taking effect July 1, 2050.
