Increases the cesspool compliance grant amount from $20,000 to $30,000 under Act 153, Session Laws of Hawaii 2022.

Updates reference in the grant criteria from the 2021 University of Hawaii cesspool hazard assessment tool to the 2022 version.

Appropriates $5,000,000 for fiscal year 2024-2025 to fund the cesspool compliance pilot grant project, with funds allowed to lapse on June 30, 2026.

Appropriates $151,000 for fiscal year 2024-2025 to establish two full-time positions (Program Specialist V and Planner IV) to implement and administer the grant project.

Removes the requirement for the Department of Health to submit a report on the pilot grant project to the legislature by the 2024 session.
