Appropriates $150,000 from the water pollution control revolving fund to the Department of Health for fiscal year 2024-2025 to retain consultants for developing a comprehensive public outreach strategy and statewide website about cesspool conversion requirements and deadlines.

Requires the Department of Health to identify necessary public outreach and education resources, develop a comprehensive outreach strategy in consultation with counties and nonprofits, and create a website serving as a clearinghouse for cesspool information and resources for homeowners and wastewater professionals.

Mandates that sellers of residential real property with a cesspool must disclose in real estate transactions the cesspool's existence, the state law deadline for its conversion or upgrade, and its priority level according to the Hawaii cesspool hazard assessment and prioritization tool.

Adds new authority to section 342D-59 for the director of health to oversee public outreach and education efforts related to cesspool conversion.

Takes effect July 1, 2024, except that the seller disclosure requirement takes effect November 1, 2024.
