Prohibits septic systems in any development or structure constructed on subdivisions of land in Hawaii's agricultural district on or after January 1, 2025.

Applies to original construction as well as subsequent renovation or reconstruction of developments and structures.

Defines "septic system" as an individual wastewater system consisting of a septic tank, piping, and drainage field with natural biological decontamination through soil filtration.

Does not affect rights, duties, penalties, or proceedings that began before the Act's effective date.
