Prohibits lodging establishments from providing personal care products in small plastic containers (6 ounces or less) in sleeping rooms, within sleeping room spaces, or in public/guest bathrooms, effective January 1, 2026 for establishments with more than 50 rooms and January 1, 2028 for establishments with 50 or fewer rooms

Allows lodging establishments to use bulk dispensers for personal care products or provide non-plastic packaged products upon request at locations outside of sleeping rooms and bathrooms

Defines "lodging establishment" to include hotels, motels, resorts, bed and breakfasts, and vacation rentals, but excludes hospitals, nursing homes, prisons, homeless shelters, and long-term rental homes

Establishes civil penalties of $500 for the first violation and $2,000 for subsequent violations, with each day of continued violation constituting a separate offense; authorizes the Attorney General to pursue enforcement in circuit environmental court

Allows the Department to adopt rules to implement the law and permits counties to enact more stringent ordinances
