Increases the maximum grant amount for the Cesspool Compliance Pilot Grant Project from $20,000 to $30,000 per property owner or lessee.

Establishes two full-time equivalent (2.0 FTE) permanent positions within the Department of Health to implement the cesspool pilot grant project: one Program Specialist V and one Planner IV.

Appropriates $151,000 for fiscal year 2024-2025 to fund the two new full-time positions.

Appropriates $5,000,000 for fiscal year 2024-2025 for the Cesspool Compliance Pilot Grant Project itself.

Updates references in Act 153, Session Laws of Hawaii 2022, from the 2021 Hawaii cesspool hazard assessment to the 2022 assessment tool and delays the required legislative report to the 2025 regular session.
