Appropriates funds from general revenues for fiscal year 2024-2025 to improve the State's understanding of complex hydrologic systems in Hawaii, with specific allocations for stream gauges, operating and maintaining the Hawai'i mesonet, and monitoring wells.

Authorizes the Department of Land and Natural Resources to expend the appropriated funds for hydrologic data collection and monitoring purposes.

Establishes that the appropriation will exceed the state general fund expenditure ceiling for fiscal year 2024-2025, as permitted under the Hawaii State Constitution and Hawaii Revised Statutes.

Identifies the need for improved hydrologic data collection due to a decline in monitoring stations, with an estimated 376 perennial streams statewide having little or no comprehensive hydrologic data available.

Takes effect on July 1, 3000 (note: effective date appears to contain a typographical error).
