Replaces references to "pre-plus program" with broader term "early learning programs" throughout Hawaii Revised Statutes sections 302A-1151.5, 302D-35, 302L-1.7, and 302L-7.

Expands early learning program placement from public school campuses only to include "other available public properties" and other state properties.

Requires the Executive Office on Early Learning to work collaboratively with other applicable public agencies to contract with early learning programs statewide, with priority given to sites in areas with limited access to early learning services.

Directs the Department of Education to inventory suitable empty classrooms on public school sites for potential use by charter schools and early learning programs.

Takes effect on July 1, 2050.
