Adds new exception to school service area attendance requirements for children whose parent or guardian is transferring to a military installation in Hawaii on active military duty with an official military order.

Department of Education must accept enrollment applications upon receipt of military orders, subject to available space.

Parent or guardian must electronically provide proof of one of three address types: pending/current temporary on-base billeting, agreement to purchase/construct/lease dwelling locally, or waitlisted/pending/current occupancy in federal government housing.

Parent or guardian must provide proof of residence and required documents within ten days after arrival date on military orders; child may continue at same school through end of school year if relocating from temporary to permanent military housing.

Complex area superintendent must coordinate with parent/guardian and previous school to ensure timely exchange of records and services for children eligible for special education or disability accommodations under federal law.
