HI HB1905

Requires the Hawaii Public Housing Authority to allow residents of public housing and state low-income housing projects to keep one or more pet animals in their units, subject to state laws, county ordinances, and reasonable conditions.

Permits the Authority to charge a refundable pet deposit for each pet animal but prohibits monthly pet fees or pet rent.

Defines "reasonable conditions" to include policies on nuisance behaviors, leash requirements, insurance coverage, maximum number of pets based on unit size, and bans on dogs deemed dangerous or vicious by county law enforcement.

Prohibits breed-based bans or size limitations on pet animals as reasonable conditions.

Authorizes the Authority to immediately remove vicious animals to protect persons or property.
