Establishes a two-year Manoa stream maintenance reimbursement pilot program under the Department of Land and Natural Resources to reimburse homeowners adjacent to Manoa stream for debris clearing costs.

Requires homeowners to submit applications to DLNR prior to incurring expenses, with reimbursement capped at $2,000 annually and limited to one-half of actual debris clearing costs incurred.

Mandates DLNR submit a report to the legislature no later than twenty days prior to the 2025 regular session with findings and recommendations on whether to extend, expire, or modify the pilot program.

Pilot program expires June 30, 2026, and DLNR actions implementing the program are exempt from Hawaii Revised Statutes section 91-3 rulemaking requirements.

Appropriates unspecified funds from general revenues for homeowner reimbursements and establishment of unspecified full-time equivalent positions to implement the pilot program.
