Converts Hawaii public employee payroll from an after-the-fact schedule to a predicted payroll schedule, effective July 1, 3000.

Changes pay days to the fifteenth and last day of every month (or immediately preceding weekday if those dates fall on holidays, Saturday, or Sunday), with the first predicted payroll payment scheduled for August 5, 2024, paid on July 31, 2024.

Exempts the predicted payroll schedule from negotiation under Chapter 89, Hawaii Revised Statutes.

Appropriates unspecified funds to establish 6.0 full-time equivalent positions for payroll processing tasks including training, monitoring, auditing, and overpayment collection.

Appropriates unspecified funds to cover conversion costs from after-the-fact to predicted payroll schedule for fiscal year 2024-2025.
