Requires regulated electric and gas utilities to use the estimated social cost of greenhouse gas emissions (carbon dioxide, methane, and nitrous oxide) established by the U.S. Interagency Working Group on the Social Cost of Greenhouse Gases when evaluating integrated resource plans and project proposals.

Requires the Public Utilities Commission to use the social cost of greenhouse gas emissions when assessing penalties for delays in integrating renewable energy projects and programs that lower carbon emissions.

Mandates the State to consider the estimated social cost of greenhouse gas emissions when planning new infrastructure, capital improvement projects, and when designing and constructing new buildings.

Defines "estimated social cost of greenhouse gas emissions" as the social cost values for CO₂, CH₄, and N₂O established by the U.S. Interagency Working Group on the Social Cost of Greenhouse Gases.

Takes effect July 1, 3000.
