Appropriates funds from general revenues for fiscal year 2024-2025 to fund collective bargaining cost items agreed upon between the judiciary and exclusive representatives of collective bargaining units 1 and 10.

Provides comparable cost adjustments to state officers and employees who are excluded from collective bargaining but belong to the same compensation plans as the covered bargaining unit employees, to the extent authorized under chapter 89C, Hawaii Revised Statutes.

Declares that the appropriation will exceed the state general fund expenditure ceiling for fiscal year 2024-2025, citing the necessity to serve the public interest and meet the needs provided for by the Act.

Directs the judiciary to expend the appropriated funds for the purposes of the Act.
