Establishes a state boating facility lease program within the Department of Land and Natural Resources to lease one state small boat harbor in its entirety for private development, management, maintenance, and operation.

Restricts the lease to small boat harbors in counties with populations less than 900,000, with selection by the Board of Land and Natural Resources at a public meeting and lease issuance by public auction, request for proposals, or direct negotiation.

Exempts the lease program from prior legislative authorization requirements and requires the department to submit annual reports to the legislature with findings, recommendations, and proposals on whether the program should continue, be modified, or terminated.

Repeals Section 200-2.6 relating to Ala Wai boat harbor leases and appropriates $440,000 from the boating special fund for fiscal year 2024-2025 to establish four full-time boating and ocean recreation harbor agent VI positions.

Becomes effective July 1, 3000, and automatically repeals on June 30, 2044, with prior lease provisions to be reenacted at that time.
