Expands the Department of Land and Natural Resources' rulemaking authority to include any restriction or requirement deemed necessary to implement wildlife protection purposes.

Allows the Board of Land and Natural Resources to adopt, amend, or repeal rules on bag limits, size limits, hunting seasons, and gear restrictions without standard rulemaking procedures if the board finds timely action is necessary for adaptive management.

Board emergency rulemaking may be triggered by rapidly changing resource conditions, impacted natural resources, newly available technology, or newly available data.

Requires at least 30 days' advance statewide notice before any board rulemaking meeting and mandates posting of final rules on the department's website.

Emergency rules adopted by the board are effective for an initial period of no longer than two years and require legislative approval and renewal; subsequent renewals extend for up to one year at a time.
