Establishes the Hawaii State Planning Act Phase II Task Force within the Office of Planning and Sustainable Development to conduct a two-year comprehensive review and update of the state's planning framework.

Task force shall examine findings from the original 1978 Hawaii State Planning Act, re-establish long-range objectives for functional plans, review statutory definitions and principles, and identify outdated policies requiring updates.

Task force composition includes the director of planning and sustainable development (chair), superintendent of education, Office of Hawaiian Affairs chairperson, county planning directors, University of Hawaii representative, climate change commission co-chairs, and other relevant stakeholders.

Task force shall submit annual progress reports to the legislature before the regular sessions in 2026 and 2027, and shall cease operations on June 30, 2027.

Appropriates $225,000 for fiscal year 2024-2025 for task force administration costs and $75,000 for one full-time coordinator position exempt from civil service requirements; effective July 1, 2024.
