Establishes the Wildfire Safety Advisory Board within the Department of Land and Natural Resources to advise state agencies on wildfire safety and prevention efforts.

Board composition includes three ex-officio members (chairperson of board of land and natural resources, chairperson of state fire council, director of Hawaii emergency management agency) plus four appointed members (two by governor, one by senate president, one by house speaker).

Appointed members serve four-year terms and all members serve without compensation but receive reimbursement for necessary expenses including travel.

Advisory board responsibilities include developing wildfire mitigation performance metrics, creating and updating a state wildfire mitigation plan, annually reviewing minimum ten wildfire mitigation plans, and providing comments on electric utility wildfire mitigation plans.

Board must submit a report of findings, recommendations, and proposed legislation to the legislature no later than twenty days prior to convening of regular session for each odd-numbered year.
