• Adds new section to Chapter 6E, Hawaii Revised Statutes requiring the Department of Land and Natural Resources to approve or make a determination within 45 days on applications for state projects or private historic property work.

• Deems applications automatically approved and any necessary permits deemed granted if the department does not make a determination within the 45-day timeframe.

• Reduces the review period for private historic property construction, alteration, or improvement from 90 days to 45 days under HRS Section 6E-10.

• Requires the department to provide written notification to applicants if an application is rejected, including reasons for rejection and how to remedy any deficiencies.

• Takes effect upon approval with no impact on rights, duties, or proceedings that began before the effective date.
