Authorizes the Department of Transportation to acquire real, personal, or mixed property by grant, purchase, or condemnation for climate mitigation and adaptation, noise and visual buffer zones, transportation projects, and related purposes.

Grants the Department of Transportation authority to own, hold, improve, rehabilitate, sell, lease, exchange, transfer, or dispose of acquired property.

Amends the definition of "public lands" to exclude lands set aside for the Department of Transportation, lands leased to the Department of Transportation, or lands to which the Department of Transportation holds title.

Authorizes the Board of Land and Natural Resources to acquire property, except as provided in section 26-19(f), giving the Department of Transportation direct acquisition authority for its specified purposes.

Authorizes the Director of Transportation to expend appropriated funds for acquisition, management, or maintenance of real property for climate mitigation and adaptation projects and visual and noise buffer zones and barriers.
