Director of Transportation shall convene an intoxicated driving reduction working group under Hawaii's strategic highway safety plan to study and recommend changes to reduce intoxicated driving incidents.

Working group membership includes the Transportation Director (chair), prosecutors and public defenders from each county, chairs of House and Senate transportation committees, and a law enforcement representative.

Working group shall examine sobriety checkpoints in high-traffic areas, saturation patrols, reducing permissible blood alcohol level from .08% to .05%, and methods to attract additional law enforcement to enforcement efforts.

Department of Transportation must submit updated strategic highway safety plan with policy recommendations by December 31, 2024, and action plan with recommendations by December 31, 2025.

Working group shall cease to exist on June 30, 2026.
