• Lowers the blood alcohol concentration (BAC) threshold for operating a vehicle under the influence from 0.08 to 0.05 grams per 210 liters of breath or per 100 milliliters of blood.

• Redefines "measurable amount of alcohol" from 0.08 to 0.05 to reflect the new BAC standard for impairment detection.

• Makes drivers with BAC between 0.05 and 0.08 eligible for deferred acceptance of guilty plea or nolo contendere under chapter 853 if they meet specified conditions: no other offense under the section, no prior convictions within 10 years, no commercial driver's license, and no previous deferral for the same offense.

• Appropriates funds from the state highway special fund for a public education campaign informing the public of the new BAC limit.

• Takes effect July 1, 3000.
