Requires the Department of Transportation to mandate that mooring lines be secured from vessels to commercial docks, wharves, piers, quays, and landings using labor subject to collective bargaining.

Exempts shipyards, drydocks, ship repair and construction companies, and maritime research and development activities from the collective bargaining requirement.

Provides that the Act shall not impair any existing contracts or violate state or federal constitutional provisions.

Sunsets on July 1, 2028.

Takes effect upon approval, with the entire Act deemed invalid if any provision conflicts with federal or state law or constitutional requirements.
