Appropriates funds to the Department of Agriculture for fiscal year 2024-2025 to prepare an environmental impact statement for drilling non-potable water wells on individual parcels at Panaewa and Pahoa agricultural parks

Specifies that appropriated funds shall be expended by the department of agriculture for the purposes stated in this Act

Acknowledges that the appropriation will exceed the state general fund expenditure ceiling for fiscal year 2024-2025, as authorized under Hawaii Constitution Article VII, Section 9 and Hawaii Revised Statutes sections 37-91 and 37-93

States that exceeding the expenditure ceiling is necessary to serve the public interest and meet the needs provided by this Act
